The tobacco industry uses product placement and packing of many products to entice and attract young people with flashy, colorful images that are packaged like candy. The scan was conduct to track and monitor what is being sold in local convenient shops, where they are being sold, and what messages the products are sending to young people to normalize certain behaviors, such as smoking.
The scan was presented to the Board of Health and to individual key stakeholders to create awareness of drug paraphernalia and local data of tobacco and marijuana use. Ultimately, the report provided recommendations for local policy change.
In March 2014 the BOH passed the regulation, in May all stores we in compliance for having rid their shelves of these products.
